In this book, Bimal Dahal looks at, and suggests, new counter-terrorism strategies that arise out of the peacebuilding field. These differ from the previous such strategies in going beyond heading off terrorist operations, and into the area of understanding why such decisions are made in order to change the decision mindset of those planning terrorist operations. Dahal takes us into the realm of alternative rationalities and ideas of justice, incorporating the cultural dimension into the understanding of terrorist actions. What he shows is that any strategy must be local since it is local worldviews that drive both the aims and the methods used by terrorist groups. Whether or not this turns out to be the proper new direction to develop counter-terrorist strategies it does deserve to be studied seriously seeing as how other strategies are not working well.
